Major General Hisham Amna, Minister of Local Development, received Major General Ibrahim Abu Laymoun, Governor of Menoufia, today, Thursday, at the Ministry’s headquarters in the government district of the New Administrative Capital, as part of the periodic meetings that the Minister holds with the governors to follow up on the implementation of the directives of the political leadership and the Prime Minister’s assignments regarding the implementation of the development and service projects currently being implemented. In governorates that are important to citizens in various fields to improve the quality of services provided to them.

At the beginning of the meeting, Major General Hisham Amna followed up with Major General Ibrahim Abu Laymoun on the latest developments in the executive position of the projects of the new investment plan for the fiscal year 2023/2024 at the level of city centers and centers in the governorate, to determine the completion rates and the measures that have been taken to finish the projects according to the scheduled timetable, as he indicated. The governor pointed out that investments were distributed in various vital sectors according to the needs of local units in centers and cities and population distribution ratios, taking into account setting priorities, and among the most important sectors are “electricity, roads, transportation, improving the environment, strengthening needs, security, firefighting, and traffic, establishing civilized markets and model parking lots.” .

During the meeting, the investment plan programs were reviewed in a number of sectors, including the road sector in all centers and cities of the governorate, with a total length of approximately 87 km and a financial allocation of more than 285 million pounds. The most important projects scheduled to be implemented in the electricity sector were also discussed, with a financial allocation of more than 56 million pounds, which includes supply and installation. Lighting poles and electricity transformers, while the plan programs in the environmental improvement sector were reviewed, with a financial allocation of up to 149 million pounds, which includes cleaning equipment (dumpers of different sizes, sweeping vehicles, and brooms), purchasing and supplying garbage bins and water suction motors, and completing the coverage of 125 square meters of the Menouf Bank, as well as Developing and beautifying Monument Square in Al-Bajour and Al-Jazeera Al-Wasta on the Ring Road in Ashmoun and others. The most important projects scheduled to be implemented in the sector of supporting the needs of local units were also discussed with a financial allocation of approximately 110 million pounds, which includes the establishment and development of a civilized market in each of (Ashmoun, Sharq District, Shebin Al-Koum). Establishing a multi-storey market in Al-Shuhada, a multi-storey parking lot in Quesna, a model market in Talla, a market and a civilized parking lot in the headquarters of the old Birkat Al-Saba slaughterhouse, establishing economic housing in Talla, and others.

During the meeting, the Governor of Menoufia affirmed his constant keenness to continuously and field follow-up of the investment plan projects, provide all aspects of support and facilities, and overcome implementation obstacles to complete them according to the scheduled timelines, stressing the heads of the local units to intensify field traffic to follow up on all the projects targeted by the new investment plan in the various diverse sectors, and to communicate Direct contact with the implementing companies to overcome all obstacles to accelerate implementation rates in order to achieve the public interest, with the necessity of presenting the position of the investment plan and implementation obstacles up to date to discuss them and take the necessary decisions, as well as the implementation rates in the various sectors of the governorate.

Major General Hisham Amna, with the Governor of Menoufia, followed up on the latest developments regarding the projects of the National Program for the Development of the Egyptian Rural Development within the presidential initiative “A Decent Life,” which is being implemented on the governorate’s land, and followed up on the rates of implementation of ongoing projects that affect the lives of citizens in order to quickly complete them within the specified time frames and reduce Any operations facing the implementation processes for these projects to enter service before citizens, and in particular the executive position to start operating government service complexes, entering service, receiving citizens, drinking water and sanitation projects, and government service complexes, in implementation of the directives of President Abdel Fattah El-Sisi and the Prime Minister’s mandates to quickly complete all work to raise the level of Services provided to citizens in the targeted villages.

Major General Hisham Amna stressed the Ministry’s keenness to implement projects with the highest standards of quality in accordance with the mandates of Dr. Mostafa Madbouly, Prime Minister, in addition to providing full support to the governorate to move at an accelerated pace towards implementing the targeted projects in all service sectors according to the specified timelines, through continuous follow-up through The Executive Unit Team for a Decent Life in the Ministry, to ensure that projects quickly enter service for citizens and benefit from them.

For his part, Major General Ibrahim Abu Laymoun confirmed that the “Decent Life” initiative was able to achieve a qualitative shift in the villages in which the initiative was implemented in the governorate, as the Martyrs’ Centers and Ashmoun witnessed many projects that actually changed the shape of the villages after implementing service and development projects, so the village now contains All the services a citizen needs, including safe water, sewage, natural gas, modern internet services, and government departments, are equipped at the highest level. They now include everything the citizen needs, and there is no need for him to travel to the cities to finish his papers or obtain public services because they have become available in his village.

The Governor of Menoufia reviewed the implementation position of the “Decent Life” initiative projects in various service and vital sectors in the villages of Ashmoun and Al-Shuhadaa centers, with a total of (1606) projects, with an implementation rate of (87%), and it varied between (1078) projects in Ashmoun, with an implementation rate of 83.6%, and (528) projects in Al-Shuhadaa. by 88.1%, stressing that the remaining projects are being worked on in full swing to be completed as soon as possible, stressing that he directed all parties to quickly complete the projects by 100% and with high quality and efficiency.

The Governor of Menoufia affirmed his keenness and continuous and field follow-up of all the initiative’s projects being implemented in the first phase and the position of handing over the completed projects to raise the level of services, noting that there is complete coordination with the Engineering Authority, the Central Region and various agencies and concerned parties to implement faster project rates using the latest means and advanced systems and providing all support and facilities. necessary to complete the projects as soon as possible, pointing out that work is underway in full swing to prepare for the second phase of the presidential initiative to establish development projects that serve the people of Menoufia Governorate.

During the meeting, the governorate’s procedures were also reviewed to follow up on the efforts of local units and service directorates in implementing the work of the presidential initiative to plant “100 million trees” within the governorate, where Major General Hisham Amna stressed the continuation of implementing the work of the presidential initiative “100 Million Trees” and providing all necessary support and facilities. To give a civilized appearance and improve public health, which comes within the state’s intensive efforts to mitigate the negative effects of climate change, reduce global warming emissions, and absorb pollutants and fumes.

The Governor of Menoufia said that Menoufia Governorate witnessed, during the last period, intensive efforts by the local units of the governorate’s centers, cities and neighborhoods in planting fruit trees in schools, hospitals and government departments, and ornamental trees in gardens, public parks, city entrances and public roads to improve the general appearance and improve the visual vision of citizens, in addition to full coordination between the heads of the governorate. The local units and directorates of agriculture, irrigation, and field follow-up continue the work of the initiative and the irrigation system for these trees to ensure the preservation and care of them to increase the green area and create a cleaner environment for citizens.

Major General Hisham Amna also discussed with the Governor of Menoufia efforts to improve the level of cleanliness in the streets and squares of the governorate, implement the new waste system and provide the necessary financial resources to purchase equipment and needs, stressing the importance of the new solid waste system in restoring the cultural and aesthetic face of Menoufia Governorate, in addition to discussing mechanisms for activating the system. Home collection, maintenance of equipment, and provision of garbage containers and boxes to cover all governorate centers to prevent any accumulations of garbage.

In this regard, Major General Ibrahim Abu Laymoun, Governor of Menoufia, affirmed the continuation of comprehensive change and construction efforts in various service and development sectors in all parts of the governorate’s centres, cities and villages to improve the services provided to the people, within the framework of building the “New Republic”, the foundations of which were established by President Abdel Fattah El-Sisi and the implementation of plans for sustainable development and achieving Egypt’s Vision 2030 in this regard.

The governor explained that the volume of investments in the environmental improvement sector amounted to 837 million pounds during the past nine years, of which 149 million pounds during the current fiscal year varied between supporting the cleaning system with new equipment, expanding the garbage recycling plant in Al-Shuhadaa, developing 5 squares in Menouf and 3 parks in the Gharb, Talla and Baraka neighborhoods. Seven, as well as completing the coverage of the Menouf Bank and developing and beautifying the Nile Corniche in Shebin El-Koum.

The Governor of Menoufia added that the environmental improvement sector is one of the important sectors that receives great attention that the governorate has not witnessed for many years, as about 31% of the investments of the General Office’s plan were directed to the environment improvement and solid waste management sector to create a qualitative shift in the level of cleaning services in all streets and public squares. throughout the governorate and give it a civilized and aesthetic appearance. The meeting also discussed the efforts of Menoufia Governorate to continue working on the price reduction initiative in all centers and cities of the governorate, which was launched by Dr. Mostafa Madbouly, Prime Minister, to reduce the prices of 7 basic commodities by rates ranging from 15 to 25%, which are “sugar, oil, lentils, beans, and dairy.” , cheese, pasta, and rice,” which aims to achieve balance and stability in the markets and enhance social protection for low-income people and the most needy groups in light of the global economic crisis that many countries of the world are suffering from.

The Governor of Menoufia said that, so far, we have 39 outlets participating in the price reduction initiative in the cities of Menouf, Berkat El-Sabaa, Quesna, Shebin El-Kom, Tala, El-Bajour, Ashmoun, Ash-Shuhada, Sars El-Layan, and they have most food commodities at discounts of up to 25%, indicating the continuation of the committee’s work. The problem is for daily visits to showrooms and shops to ensure that merchants are committed to announcing discounted prices, monitoring the process of trading goods in the markets, controlling the price system, and following up on the availability of all goods in sufficient quantities to citizens.

Major General Hisham Amna stressed the need to announce the prices of goods clearly, to inform citizens of the established prices, and the necessity of adhering to the announced prices and not tampering with them, ensuring that merchants adhere to them, monitoring the process of trading goods in the markets, and controlling the price system, to preserve the rights of citizens, within the framework of… The state’s intensive efforts to maintain the stability of the availability of goods to citizens and not allow exaggeration in order to achieve the public interest.

The meeting concluded by discussing the intensive efforts made by the executive agencies in the governorate in cooperation with the security authorities in field traffic and launching massive campaigns to confront any attempts at illegal violations in the beginning and deal with them immediately, as well as not being complacent in holding accountable any official who neglects the duties of performing his job duty in order to achieve the public interest as well as benefit. The optimal amount of land recovered for the governorate in coordination with the Ministry and various state agencies regarding service and national projects of interest to citizens, as the Governor of Menoufia indicated that he stressed the heads of the local units of the centers, cities and neighborhoods and land protection officials to be fully vigilant and immediately remove any encroachments on agricultural lands and real-time follow-up of the system of variables.
